Speaking Tuesday during the official opening of a four-day training on Environmental and Social Management Plan (ESMP) in Liwonde, Moffat said the training was organised to address issues locking the council in service delivery.

“We want to improve on service delivery and reach to a level where we are satisfied with LAPA results. Since the inception of Government to Enable Service Delivery (GESD) there has been strides in project implementation and these have not gone without being noticed,” he said.
He said GESD projects gained recognition as such the councils will continue to improve service delivery.
He assured training facilitators that knowledge gained during the training will be used accordingly and also be shared at management level to ensure improved service delivery.
Ministry of Local Government, Unity and Culture official, Victoria Kamanga, said most councils fail on service delivery because they fail to update their issues in the system.
She said the training is a reminder to Phalombe District Council to keep updating its systems if they are to get good results on LAPA.
ESMP is a document that outlines a project’s strategy for managing potential environmental and social risks and impacts, ensuring compliance with relevant regulations and promoting sustainable development.
